The Chair, Deputy Chair and Co-Chairs of the Operating Committee are (non-voting) members of the Steering Committee and report into the Steering Committee in its entirety on progress with respect to implementation of the strategy and work programs.
The Committee is Chaired by Rowan Douglas (Willis Towers Watson). The Deputy Chair is Ivo Menzinger (Swiss Re). The Co-Chairs are Jan Kellett (UNDP) and Olivier Mahul (World Bank Group).
The IDF Secretariat is located in London and led by the Secretary General who manages the Secretariat team and provides a focal point for the Forum’s day-to-day activities, engagement and administrative needs.

In June 2020, the IDF was formally incorporated as a company limited by guarantee in England & Wales, and on July 2nd, the UK’s Financial Conduct Authority approved the name ‘Insurance Development Forum Limited’. The evolution of the IDF into an independent legal entity enables it to fulfil its roles and functions with members, stakeholders and projects with greater ease and clarity (e.g. under the Tripartite Agreement). The formal establishment of the legal entity required the nomination of Directors, Members, and a Company Secretary. Swiss Re and AXA assumed the role as members of the company (and more are always welcome) and Articles of Association have been finalised. Thanks are due to a number of parties for their guidance and support throughout the process, in particular the team at Clyde & Co., whose advice and pro bono work was invaluable. This legal reform and the wider operational transition away from the previous support and platform of the Institutes/IIS has also been enabled by the consistent commitment of Mike Morrissey, Pete Miller, Collen Mckenna-Tucker, Yolandra Rivera-Dent and the wider team.
IDF Working Groups include over 200 experts and practitioners from industry, governments, international institutions, NGOs and academia that have been engaged across different priority areas since April 2016.

The Membership of the IDF is open to all industry participants (insurers, reinsurers and brokers etc) multilateral organizations, non-governmental organizations and public sector institutions that share the same objective of optimising and extending the use of insurance and its related risk management capabilities to build greater resilience and protection for people, communities, businesses, and public institutions that are vulnerable to climate change and natural disasters and their associated economic shocks.
Membership in the Steering Committee is by invitation and are chosen on the basis of their commitment to the cause and principles of the IDF and reflect the leadership of multilateral organizations, non-governmental organizations and global industry participants in order to enable the decision-making needed to drive solutions to the global protection gap.
